Short Bio
Sónia Lima born in Aveiro in 1978 and since 2019 she works and lives in Germany. Since 2023 she is an associate researcher at DINÂMIA'CET-ISCTE - Centro socioeconómico de estudos territoriais.
She holds a degree in Economics from the University of Beira Interior, a Master's in Economics from the University of Aveiro and an MBA from the University of Coimbra. She has a Ph.D. in Management - Strategy branch by ISCTE.
She is internal auditor since 2010, with a particular interest in the area of fraud, with experience at national and international levels. She worked in the biggest group of the state business sector (water and sanitation sector) in Portugal and is currently in Germany's private sector (automotive sector). She is certified in fraud (Certificated Fraud Examiner), Project Management (Prince2), and Information Security ISO/IEC 27001, these last two at foundation level. She is a member of the auditing specialty council of the Economist Bar and the Observatory of Economics and Fraud Management (OBJEF).

The present study is intended to study the impact of the ongoing changes in the Delegated Management Framework (Decree No. 72/98 of 23 December) in Mozambique and their implications for the public and private sectors.
This study proposes a triangular methodology based on interviews with the main actors of the first PPP contract (content analysis) and a comparative analysis. This project focuses on the need to update the Delegated Management Framework. The researcher proposes a critical analysis.
Regarding supporting theories, the following stand out: contractual theories and strategic alliances.
The new generation of PPPs in the water sector in developing countries is an essential area for human development and, therefore of fundamental relevance to the scientific community and, in parallel, to the surrounding society.
