Short Bio

Researcher at ISCTE Business School and member of the DINÂMIA’CET research group, Post-Doctoral Researcher in Public Administration and Government at Fundação Getúlio Vargas (FGV-Brazil), Fellow at David Rockefeller Center for Latin American Studies at Harvard University (DRCLAS – Harvard) and Visiting Lecturer at Bragança Polytechnic Institute. Visiting Professor in the Masters in Administration, with emphasis on Education in Health Management, at the Goias Federal University. Between 2020 and 2021, I completed a post-doctoral research period in Health Economics at NOVA School of Business and Economics, with Professor Pedro Pita Barros. I am PhD and Master’s in Administration of Organizations at University of São Paulo (Brazil), as well I worked as visiting scholar at Università degli studi di Roma Tor Vergata (Italy) and Indiana University (USA). Degree in Public Administration at Paulista State University "Júlio de Mesquita Filho" (Brazil), with exchange period as visiting student at University of Coimbra (Portugal). I also worked as Lecturer at the Business School Unoeste and Post-grad General Coordinator at University of Western Paulista (Unoeste, Brazil).

Project ImpactPP – Innovation in Public Policies Impact Evaluation seeks to identify and test groundbreaking impact evaluation methods in an eminently operational and empirical perspective. To this end, it will test and innovative impact Evaluation methodological approach focused on the PT2020 Investment Priority 08 and its corresponding social housing support operations, based on the triangulation of three base-methods (Policy Scientific Approach; Qualitative Comparative Analysis; and Contingent Appraisal Method), thereby seeking to build an impact methodology regulated by the «theory-based evaluation» principle, maximizing the combined potential of three crucial theories in contemporary Public Policy Science: Theory of

Programming, Theory of Causation and Theory of Complexity.
