Short Bio
Helder António Gomes Caeiro Amador, Born on March 22, 1974. He holds a degree in Architecture from the Technical University of Lisbon in 2000. He holds a PhD in Urban Planning from the University of Lisbon in 2016 and a PhD in Public Policy from ISCTE since 2018.

Areas of Illegal Genesis and Public Policy: The Variability and Decision Power Relationships in the Urban Reconversion Model in the Metropolitan Area of Lisbon (AML) from 1995-2019
Its purpose is to understand the urban / socio-political phenomenon / process, related to the conversion of illegal urbanization to the level of the AML (NUTS III), based on the 18 municipalities that comprise it, but choosing case studies illustrative of the different realities. Identify critical factors of success or failure in law enforcement in order to inform possible changes.
