This project intends to analyse the urban and territorial policies in the suburban spaces of the Lisbon Metropolitan Region between 1976 and 1986, between the institutionalization of local power as a determinant agent of urban planning, and Portugal's entry into the EEC, which brought other resources and an already supranational regulation of city policies. We intend to analyse how the city and democracy are understood and designed by the different political actors in the early times of building / legitimating the democratic regime, viewing strategies, alliances and conflicts of the different actors participating in local power as an instrument of reading the construction of the democratic city.
