While an important part of the Portuguese population is excluded from the labour market, the paradigm of full employment is questioned, with implications for its safeguarding as a right to citizenship, as it was internationally enshrined after World War II, and at the national level after the 1974 revolution. This research project aims to address recent developments in terms of social conflict around unemployment and in particular to identify constraints and potential for collective action by unemployed persons. A research-action-participant methodology will be adopted aiming at contributing to promote collective action by the unemployed.
