Construction of a technical plan for the evaluation of the Portuguese for All Program (PPT), its objectives and verification of its achievement, in order to produce a comprehensive characterization and interpretation system of the PPT program. The complexity of the intended analysis requires, in parallel with the analysis, systematization and the possible conclusions drawn from the existing monitoring systems, the creation of supplementary data collection instruments to amplify the available interpretative possibilities.
